The given user account must have a minimum accesslevel of 2. This allows users to access the administration areas for links (resources) and content (knowledgebase articles, downloads, etc..)

If the editor/author is already a register user, only their accesslevel needs to be modified using admin_users.asp

If the editor/author is not an existing site user, a new account can be created using the admin_users.asp page. The new user must have an accesslevel of at least 2 in order to compose articles, submit downloads, and approve the display of links in the resources area.

Note: A minimum accesslevel of 3 is required to access the admin_users.asp page. Only 'admin' users can modify other user accounts.
